Urban regeneration company Derby Cityscape has appointed John Cadwallader as its chief executive. He takes over from acting chief executive Michael Hall, who has been appointed chairman-designate of the East Midlands Development Agency's Business Services East Midlands. Cadwallader previously worked for Beazer Homes, where he concentrated on the company's urban development and regeneration activities.

The ODPM has commissioned Land Use Consultants to carry out a three-month study of policy and practice in providing access to planning information and charging for documents. A telephone survey of all local planning authorities in England will take place over the next two weeks. Case studies of ten local authorities and publication of a best practice guide will follow. The Welsh Assembly Government decided not to call in plans for a holiday village in west Wales last week. Environment minister Carwyn Jones said that the Bluestone Park proposal does not raise planning issues that justify taking it away from the local planning authorities. The scheme, proposed at a site straddling the Pembrokeshire Coast national park boundary near Norberth, will include a holiday village and snow centre.
