Regeneration projects are being halted by "unpredictable interventions" from the conservation lobby, a city law firm claimed this week. Trowers and Hamlins' warning follows a bid by a local heritage group for the spot listing of the Tricorn Centre in Portsmouth. The centre was voted most hated building in the UK by BBC Radio 4 listeners and is earmarked for demolition under a £230 million regeneration project.

A conservation group has attacked the draft planning policy statement (PPS12) on proposed local development frameworks for its failure to mention conservation areas. The Association of Small Historic Towns and Villages of the UK (ASHTAV) warned that ongoing planning reforms could threaten thousands of designated conservation areas. ASHTAV is also concerned about cases where inappropriate development has been allowed in such areas.

The UK's largest retailers are focusing investment in a small number of flagship developments, according to an analysis of key retail trends. Retail Footprint, unveiled by analyst CACI this week, finds that schemes such as the Birmingham Bullring, The Oracle in Reading and the Shambles in Manchester attract an increasing proportion of income from the largest firms. The study also highlights the continuing rise of shopping parks and outlet centres. It suggests that affluent customers are increasingly prepared to travel to successful shopping centres rather than closer outlets. Towns that have moved up the CACI retail rankings include Cambridge, Chester and Peterborough.

The amount of vacant and derelict land is continuing to fall, according to the Scottish Executive. Statistics released this week show that vacant and derelict land north of the border has fallen by 202ha to 10,847ha since 2002. Of the land brought back into use, 44 per cent was for housing and 23 per cent for business use, office space, manufacturing and other general industry. The first phase of a new community north of Leicester has received planning permission from Charnwood Borough Council. Around 900 homes are earmarked for the 60ha site at Birstall. The Jelson Homes scheme also includes a business park, shopping centre, primary school and community hall. It is intended to help meet housing demand in the area and is seen by the council as an important part of its local plan proposals.

A dozen locations identified as having untapped retail potential were shortlisted this week to test a model for promoting private sector investment in deprived areas. Barnsley, Dudley, Haringey, Hastings and Oldham are among the areas being considered by Business in the Community for its £329,000 "underserved markets" demonstration project. Up to four will be selected in the summer as pilots. A project manager will be appointed to work with local authorities and retailers on securing investment in each pilot area.
