Urban regeneration company Derby Cityscape has appointed a new chief executive. John Cadwallader (left) has more than 20 years' development and urban regeneration experience, having previously held a range of posts at development company Beazer. Acting chief executive Michael Wall has left to become chair designate at the East Midlands Development Agency's Business Services East Midlands, a new organisation aiming to overhaul business support services in the region.

Designers Hudson Architects and DSDHA's plans to transform central Castleford (see visualisation, above) are among the first round of proposals being considered for Channel 4's forthcoming series on the regeneration of the South Yorkshire town. Three teams of architects were this week appointed to produce detailed plans for schemes focusing on the Castleford's centre, its frontage onto the River Aire and a possible new crossing over the same river. Designers McDowell & Benedetti will work on the river crossing, while Sarah Wrigglesworth has been invited to develop a masterplan for the riverside area. The series is scheduled for late 2004 or early 2005.

A planning application for Olympic facilities within the Lower Lea Valley in east London was due to be submitted as Regeneration & Renewal went to press. The application will include an Olympic Stadium and linked facilities, as well as 37 bridges crossing waterways into newly-created parks on former industrial land. It will be considered by a joint planning team from Tower Hamlets, Waltham Forest, Newham and Hackney councils.

Tenants of council housing estates that reject the transfer of their homes to registered social landlords will not have their dwellings refurbished with council cash, planning minister Keith Hill said this week. Speaking at a select committee hearing on the decent homes standard, Hill said that the Government had torn up its previous commitment, made two years ago, that all unfit homes in the social sector would be improved irrespective of who owned them.
