The public sector must raise its game if it is to meet the Government's objective of selling £30 billion of public sector assets, according to Sir Michael Lyons. In a government-commissioned study into the management of public sector assets, Lyons said the target could be met, but warned that it wouldn't be easy. His report sets out a number of recommendations to make efficiency savings by improving asset management.

The ODPM, together with the Treasury and other departments, is to examine ways of improving the efficiency and effectiveness of the regional government offices in the light of reductions in administration budgets for GOs since this summer's Spending Review. The review is due to be completed early next year.

More than 4,000 civil service posts ...

More than 4,000 civil service posts will be moved to the regions by the end of 2004-2005. The Department of Work and Pensions is most affected with 2,300 posts set to switch to Liverpool, Newcastle and other locations. More than 1,200 Ministry of Defence posts are also being moved to north Yorkshire. It is part of the plan to relocate a total of 20,000 jobs to the regions by 2010 in line with the recommendations of the Lyons Review.

The National Employment Panel, in partnership with the Ethnic Minority Business Forum, is to examine what can be done to tackle unemployment and promote self-employment and enterprise in ethnic minority areas, where joblessness is double that in the rest of the country. The panel will report to the Treasury before the next budget.

Dome square

The latest stage of a £5 billion regeneration scheme in the shadow of the Millennium Dome was unveiled this week. The London Borough of Greenwich approved plans for a 340,000sq metre Millennium Square (see visualisation, above) which would rival Leicester Square in size and include offices, cafes and restaurants. Due to open in 2007, the scheme would form a canopied link between the Dome entrance and North Greenwich station. The design by Barr Gazetas has a 56 metre-high mast and slots into an overall masterplan by Terry Farrell and Partners. Government regeneration agency English Partnerships and private firms are running the scheme.
