Projects in Scotland to receive funds for broadband access

Two pathfinder projects in Scotland are to receive up to £90 million to ensure broadband access for rural schools and libraries. There is one project in the Highlands and Islands, and one in the Borders and Dumfries and Galloway. Scottish education minister Peter Peacock said the technology "has real benefits for people living in rural Scotland".
John Prescott gives back control of budget

Deputy prime minister John Prescott has given Leicester's New Deal for Communities scheme - Braunstone Community Association - back control of its budget. The decision was announced last week at BCA's relaunch. BCA chief executive Keith Beaumont said: "We are to get delegated authority back from the Government Office." Civil servants took control of BCA's finances three years ago.
London School of Economics report on ethnic minorities

Ethnic minority groups make up a greater share of the population in some inner city areas of Britain's largest conurbations in 2001 than they did in 1991, according to a report published last week. The London School of Economics report found that ethnic minority populations have grown and white populations have fallen in these areas. Unnecessary bureaucracy and inflexible regulations prevent voluntary organisations from responding to the needs of hard-to-reach groups, argues a report published last week. The National Council for Voluntary Organisations report says that voluntary sector providers of public services welcome regulation, if it is effective, flexible and not too bureaucratic. Liverpool named IT capital of Europe

Liverpool was last week named IT and telecommunications capital of Europe, winning the accolade ahead of Paris and Milan. In the Financial Times, judges from ForeignDirectInvestment magazine said Liverpool had the best IT and telecommunications infrastructure in Europe, with low telecom charges and 100 per cent broadband coverage.
