A committee of MPs is to examine government policy for tackling the regional productivity gap. The inquiry, called by the Commons Treasury committee, will focus on progress towards achieving a cross-departmental public service agreement set out in the 2002 spending review. This states the government's aim of reducing "the persistent gap in growth rates between the regions". Issues that the committee will examine include the reasons for differing productivity levels and the effect of domestic and European spending on growth rates.

More than one-third of councils ranked as "poor" or "weak" in 2002's comprehensive performance assessment figures have moved up a category in this year's report. The figures for unitary and county councils, published by the Audit Commission this week, reveal a marked improvement, with the most rapid progress made among the worst authorities. Almost 55 per cent of all councils are now classified as "good" or "excellent", the report reveals. A team of experts has been appointed to help the government combat climate change and promote sustainable energy production. Trade and industry secretary Patricia Hewitt and environment secretary Margaret Beckett announced this week that the Sustainable Energy Policy Advisory Board will work with the government on implementing its energy white paper. The document will outline a long-term commitment to safe, affordable, competitive and environmentally-friendly energy production. Sir John Collins, chairman of Dixons and former chairman of National Power and Shell UK, will chair the new board.

Birmingham City Council selected Countryside Properties as its preferred developer for the £100 million second phase of the Masshouse project this week. The 2.3ha City Park Gate scheme includes 522 flats, retail units and 12,000 sq m of office space. It will complement the first phase of Masshouse, a commercial-led mixed-use scheme designed by Ted Cullinan, and act as a gateway to the £6 billion Eastside project.
