A major public consultation exercise on a £73 million revamp of Liverpool city centre was launched this week. The programme, due to be completed by 2008 when Liverpool becomes European Capital of Culture, aims to make the centre safe, clean and easy to use for people travelling on foot, by bus, rail, ferry or car. The move has been developed by the council, Merseytravel, Liverpool Vision and Cityfocus.

A rational debate about affordable housing supply in Scotland has been called for by deputy communities minister Mary Mulligan. Speaking at the Scottish Federation of Housing Associations annual conference last week, Mulligan said that the housing sector must strike a balance between new development, affordable housing and low-cost home ownership. The role of the planning system in meeting Scotland's objectives should also be considered along with a "more sophisticated view" of where housing shortages exist, she said. "What matters is that we have sufficient housing of the right size, type and quality in the right places."

A new church housing charity has demanded urgent action from the government to tackle the root cause of homelessness by building more affordable housing. Housing Justice, formed by the merger of the Catholic Housing Aid Society and the Churches National Housing Coalition this week, claims that the UK needs to build at least 90,000 affordable homes a year and bring 750,000 empty homes back into use. A total of 278,440 households applied to local authorities for housing last year, with less than half accepted as homeless. Around 150,000 children are homeless, according to government figures.

The project is planned to start in March.

Consultation on rising planning application fees in Wales is set to be opened by environment minister Carwyn Jones. At a meeting of the environment, planning and countryside committee of the Welsh Assembly Government this week, Jones said that he will seek views from key stakeholders on a proposed ten per cent "across the board" increase in fee levels. The issue of planning fees is one of those being probed as part of the Planning: Delivering for Wales reform agenda with a view to increasing resources for planning authorities.

A masterplan for the regeneration of London's West End shopping area was unveiled last week. HOK International has started work on a blueprint to revitalise Oxford Street, Regent Street and Bond Street. The masterplan strategy will examine shopfront design, street furniture and lighting as well as improving public space, public access and traffic management. The masterplan team, which includes Jones Lang LaSalle, Arup and Klein O'Rorke, will present its final recommendations early next year and hopes to start implementing the plan in April.
