Consultancy Halcrow is calling for evidence on the cost of duplicated work by planners when processing applications through different consent regimes. The firm is leading a team probing the potential of unified consent regimes for the ODPM. It is seeking a better understanding of the implications that unification may have on costs. Anecdotal evidence obtained by Halcrow points to some duplication of effort in considering, processing and determining applications, in particular for planning permission, listed building consent and conservation area consent. Proposals to develop the harbours at Penzance, Newlyn and Penlee in Cornwall moved forward last week with the appointment of Hyder Consulting to carry out feasibility investigations and produce concept designs. Penwith District Council has secured funding from the EU Objective 1 programme, the South West of England Regional Development Agency and the Department for Transport for the scheme, which aims to revitalise the harbours and create leisure, shopping and housing areas. The study will also look at options for linking a flooded quarry to the sea to create a marina.

A proposal by Kier Homes Ltd to build 35 detached dwellings on 3.2ha of land east of Glasgow has been refused because local plan policies sought to retain the site as formal and informal recreational space. Although the company proposed to make alternative provision for the loss of the playing field, the reporter noted that the existing area was well used and was in a highly accessible location.
